Preheat oven to 350 degrees F
In a small bowl combine the flax meal and the water. Set aside for a few minutes and allow to thicken.

In a medium mixing bowl combine the butter, both sugars, vanilla, and apple cider vinegar. Mix well until the sugar has mostly dissolved.
1/2 cup Vegan Butter, 1/3 cup Sugar, 1/2 cup Brown Sugar, 1 tsp Apple Cider Vinegar, 1 tsp Vanilla
Add the flax meal mixture to the butter and sugar mixture. Mix until completely dissolved.
In a different bowl combine the cocoa powder, baking powder, baking soda, and flour with a whisk.
1/4 cup Cocoa Powder, 1 tsp Baking Powder, 1/4 tsp Baking Soda, 1 cup AP Flour
Add the dry ingredients to the butter mixture. Mix until the flour mixture has fully combined.
Add in the vegan chocolate and white chocolate chips. Fold them in with a spatula so the chips stay intact.
1 cup Vegan Chocolate Chips, 1 cup Vegan White Chocolate Chips
Spoon out a small amount of cookie dough onto a parchment-lined cookie sheet. Bake at 350 degrees F for 8-10 minutes or until the edges have browned slightly and the middle isn't doughy looking.
