In a bowl combine the flax meal and water. Set aside and allow to thicken.
2 tbsp flax meal
Combine the butter and 2 cups of sugar.

Add the flax meal water mixture plus the vanilla extract to the butter mixture. Mix to fully combine.

In a bowl combine the flour, baking soda, and cream of tartar. Stir to combine.

Add the flour mixture to the butter mixture. Stir to combine.

Form the cookie dough into a ball. Wrap in plastic wrap and allow to chill for at least 30 minutes.
Preheat the oven to 375 degrees F.
Combine the 2 tbsp of sugar and cinnamon in a small bowl.
2 tbsp sugar, 1 tsp cinnamon
Make 1 1/2 inch dough balls and add the balls to the cinnamon sugar mixture. Roll to fully coat. Place cookie on a parchment lined baking sheet.
Bake at 375 degrees for 10 minutes or until the edges are slightly golden brown.
